Hi,
I'm trying to gather some info on how to post a video on a website. It's a home movie that's 15 minutes long on a .wmv file. I would like to have it maybe streamed on the website so friends and family can view it without downloading it. Where do I start?

The easiest way is to simply post a link to the video file. Streaming requires streaming servers which are often quite expensive. From the sounds of it you are not hosting a live event or something heavy that would warrant the expense.

Thanks. I saw some third-party services that will host the streaming server for you, but I was hoping there was a way to minimize the download time for people wanting to view it. I think the file is 83 MB.

You'd probably get more mileage out of trying to optimize the video file to make it smaller if possible. There are some pretty good codecs out there now.

Streaming just allows you to view the file before you've downloaded the entire thing. I don't think it changes the file size.
