If I have a wav track that I want to split into parts, what is the easiest way to do it? Is there a free utility available for this?

There are several, good (and free) .wav editors around. Have a look around the sourceforge site.

I would suggest you try audacity.
It is easy to use, with many useful tools.
You can chop up to your heart's content, with fade ins/outs, if you want.
