Adobe Illustrator Problem - Please Help

can't get the correct color to display

I make quite a number of maps for my site, usually working in layers on top of a scanned image. I usually select #00ffff for water.

Every now and then, Illustrator simply won't allow the colors I choose to display. Latest problem, set in RGB, web colors, #00ffff selected, #3399cc is the best it will actually diplay.

Pretty much the same with any pure hue. Can't get a #0000ff. I pick it, click OK and get a 330099.

I figure it is something I am doing inadvertently. I can create a #00FFFF swatch in Photoshop, save, copy and paste into Illustrator .. it becomes a 3399cc.

I can shut down, NOT save data on the clipboard, restart. Same thing. Restart windows, same thing.

I'm hoping someone out there can tell me what I'm doing to create that condition.

have you tried working with the pantone?
