Applying filters to mpeg audio files

can it be automated on linux?

Not sure if this is the right forum but I'll give it a shot. I need to find out if this can be done w/o human intervention. ie. when an audio file is uploaded to the server (INPUT), various filters and compression are applied to produce a smaller and lower-quality file (OUTPUT).

Any ideas?

INPUT:

mpeg audio file: ~1500 kb
(128 kbs, 0 to 44,000 khz and basically CD quality)

OUTPUT:

mpeg audio file: ~400 kb
(low pass filter: 100 Hz.
High pass filter: 12000 Hz
rate: 32 kbs
compression: 16 to 1)
