My goal is to create a 3D spinning image of a logo; ultimately outputted in gif format.

What I have now is a simple 2D image of the logo.

First is there a program out there can add the 3D depth and edges to this logo. I'm not too familiar with 3D rendering programs.

Secondly is there a program out there that would make this logo spin (not rotate); on its North/South axis?

Almost all 3d programs will do this. If the logo is a vector version then all you need to do is extrude it and then just rotate it. Off hand I don't know of any free or cheap 3d programs, but if you do a google search I am sure you will find one that will do it. Most also will export to gif animations or each frame to a gif file.
