how to target different frame

This is driving me nuts. The help file in windows media encoder kindly suggests targeting a different frame to avoid navigating away from your embedded media file but doesn't mention how...

I want to sync an audio file with a series of web pages. I'm inserting metadata in the audio file using Sound Forge but assume the technique is the same regardless of the software. Basically you choose to insert metadata of type URL and then type in the web address.

Adding the usual target="whatever" doesn't work so anyone know how to do this?
