What's a "Trusted Feed"?

From what I've gathered, "trusted feed" and "trusted cloaked feed" seem to be a quid pro quo from Ink and AV for SEOs to push their paid placements.

So, as a client should I look for a SEO with a "trusted feed", and as an SEO should I advertise my trusted feed?
