How did this happen and how do we fix it?

Website security issues

This is hard to explain, so bear with me, please! I do security consulting, and my client has a popular paranormal site ("Site A") with a chatroom. There's another paranormal site ("Site B") which appears to have very little content other than the entry page, and when anyone tries to enter it, Site A's chatroom pops up and won't go away, and it's messing up my client's chat in the process. I've examined Site B's code and found that a popup script for my client's chatroom has somehow been inserted into Site B's HTML. My client has no idea how it got there and wants it taken out--he's having a lot of other security issues as well and has had to switch to an entirely different server because of them. I've spent hours trying to track down the owner of Site B, so far with no success. Anyone know what's going on here? My reputation is at stake!

Have you tried all the usual stuff: finding out Site B's IP number and contacting their hosting company, contacting the Whois contacts for the domain?
