Small sites, banners & graphics

Where do you find subcontractors?

Greetings,
I would like to find working relationship with a someone who can make banners and graphics for clients.

I can get small business owners to commit to websites and banner advertisements,
but I have no desire to do the graphic and site design/layout myself.

Does anyone know a resource for such services?
