I have chatted with these potential customers and they have a predetermined mindset of what services they want. The clients are local businesses with not much search traffic, but conversions are very profitable.
My question is, how much should I charge for initial and monthly service for ongoing SE, PPC and other services? Are there any consultation services for consultants?

But, here is some free advice:
If you decide to resell the PPC services of Overture or Google then a 10% to 20% management fee doesn't seem out of the ball-park.
If you can really perform SEO then an equivalent fee of 80+% of the PPC charge is achievable and viable!
What the latter means is that instead of you making 10+% on selling Google/Overture you make 80%+ on cheating Google/Overture. Some skill required, but, a very lucrative business.
Therefore the amount I believe you should charge on day one would be about 50% of the amount Google would charge for Adwords, or 110% of the amount if you need to use Adwords for certain search terms.
Your margin for SEO can increase once the client "feels" secure. Your margin for reselling Overture or AdWords doesn't offer that scope :(
I got my first consulting job after I posted this question. I basically just threw out a number to make it worth my time and the client agreed to the price.
I didn't offer to do ongoing PPC because when I mentioned low traffic, I mean monthly clickthrough in the low double-digits for their top keywords. Another prospective client was expressing this service as an absolute necessity, but I can't imagine what I would charge.
