Asking for website redesign

How to ask a site owner for a redesign without hurting

Hi,

For an email marketing campaign, we planned to write some of the local website owners, who has websites which are not good looking or designed badly.
How can we write them for considering our professional website face-lifting service, without hurting them but making them understand that they need to consider a professional site.
Being from a person from non-English speaking country, we do not know how to express this.
Can some one help?

I have found using the idea that they may not have the time to keep the website up to date and fresh a good approach and does not seem to insult them.
