A local computer support guy is starting to refer me web development clients. How much should I pay him for a referral? A flat fee per client? A percentage of the contract? Suggestions, advice appreciated.

Probably the best thing you could do for him would be to actively return the favor. Ask for a stack of business cards and everytime someone asks you some hardware question that you don't want to get involved with--since the general public still lumps all "computer people" into the same 'fix-it-all' group--hand out his card.
Of course, this is assuming that he isn't asking for something specific in return.
