i was wondering what legal options do i have to get my domains back.

I recommend you just contact PayPal and request your money back because he never delivered. He's acting too weird which may indicate he either isn't the one registered for those domains or is out to rip people off. Anyone taking your money and then avoiding you like that isn't worth doing business with. You can also file a complaint with California's Attorney General [caag.state.ca.us...] and request they go after him. The AG can prosecute him for criminal charges for what he's doing if they decide to take the case on.
I dont like selling domains to people by paypal unless they are verified paypal buyers as its too easy either way to be ripped off.Buyers can chargeback their credit card payment after receiving the domains and in indiandomain's caes the seller can not transfer the ownership.
Put his name across all the domain name forums you can find and maybe somebody will have info about him.
You could also contact the BBB.
Sometimes they help consumers if they can contact the business owner. At worst you could give the guy black eye with the BBB which is never good for a business owner.

If you are having trouble finding contacts for the guy you could try third parties or other people in his company... try a corporation search and see if he is listed...

Also, Google searches are great for diggin' up dirt on scumbags!
