SE Cookies ?

Could someone explain to a simple Brit (and some other brighter folks who have expressed interest) the what,how and why of SE cookies. I must have gone for a Burger during that lesson.

I don't think anyone is going to clame to have a full picture.
A safe practice whould be to accept them as you submit and then delete them after each submision.
