I would look at darkblue. It is completely free to join and does not take a single cent in commission. Incredibly, they pay you occassionally for being a merchant. I don't understand completely how their model works but I can assure that their service is first class and they are backed by a public listed company.

You can use their system to recruit your own affiliates.

The catch (there's obviously going to be a catch, right?) is that Darkblue trigger a popunder when a user clicks on an affiliate link. I suppose it's low-risk, but you end up being associated with popunder ads and it may make it hard to sign up affiliates.
