Is there any forum devoted to scientific citation search engines (like CiteSeer)? Thanks!

Not that I know of. This one would work fine for a quality scientific resource such as that, or perhaps our SEM Research Topics forum [webmasterworld.com] might be a good fit as well.
There have been several discussions on the papers that are in the CitSeer database in our SEM research topics forum.
