Just to clear things up a bit...the link EliteWeb posted is for the Lycos Japan Directory. That is automated to some degree, but I believe a human editor will review submissions. It is advisable that you have Japanese content when submitting there.

However, while they're getting WiseNut up to speed they say they're temporarily not accepting any submissions from their add URL page. You could always submit over at WiseNut [wisenut.com] I guess
