I'm taking that to mean that if in the normal order things a page would rank at #25 or #65 - it'll stay right there, according to its relevance.
How I'm interpreting "prominent listing" is that while a page's ranking may be #25 or #65 in the normal index, it'll be given a prominent spot on the results page - which I'd assume would be identified as being different from the regular search results and somehow separated.
It would be contradictory otherwise. And imho, this would be a very ethical approach, much the same way that AdWords is.
