Is there a search engine that indexes the html itself, and not just the visible result? I would like to find sites about widgets that do not have any GIFs or JPGs, so it seems reasonable to look for sites without the strings "gif" and "jpg" in the html.

Well the chances of finding a web page without images are pretty slim on their own without additional constraint of having information about your widget :)
