I can't find any press releases, but they have a pop up stating that due to demand and to improve their services they have launched latino.msn.com geared for hispanics in the US. They translated a lot of their services and have picked out information of interest to Hispanics in the US.
This comes after AOL launched Spanish web services and Yahoo keeps aggressively pursuing this market.
Also, the US government launched a site in Spanish:
