Interpreting AOL traffic

Hi,
Is there some type of connection of AOL to Virginia. I ask because I can understand most of my OneStat tracking with the exception of AOL users. I get a huge amount of traffic from 3 towns in Virginia - Vienna,Sterling, and Manassas. Similar AOL ip's sometimes occuring within minutes or even seconds of each other. I also get goofy encrypted keyword clicks in my logs. Do AOL ip's constantly change? Will Adwords count these clicks more than once? I am concerened this may be a competitor trying to rack up my Adwords with different ip's....or can Google counter this. Thanks for your reply.

AOL is headquartered in Virginia. They use a proxy and they change IP addresses for every single request.
