Cgi Perl scripting

I just created a contact form with perl script, all workes fine until you press Send, the I get an error:
make_smtp_socket: Connection refused

Does any one know what I have done wrong

Did you specify the smtp server in your script and how? Are you using the localhost smtp server or an external server? What do your log files say?
