executing a perl script from within a cgi?

I'm really newbee for cgi / perl related things,
I actually have the .c source of a cgi executable, and I need this executable to launch some perl (or php) scripts but I don't know if it's possible and how.

I'd think that you'd get a better response to your question if you asked it in a forum that dealt with C (used as CGI) instead of a forum dealing with perl. I imagine you would make some type of system call.
