help me with package

I use redhet linux 7.3 and perl 5.6.0 or 5.6.1
when I use package, it generate an error as follows:

Can't locate CGI/BasePlus.pm in @INC (... usr/local/lib ...) .. at edit.cgi line 40

I have :
- a file called edit.cgi in Folder Project
- a BasePlus.pm in folder usr/local/lib/cgi

- code in edit.cgi:
line 15: push @INC, 'usr/local/lib';
line 16: push @INC, 'usr/local/lib/cgi';

....
line 40: use CGI::BasePlus

Please me help
