I just set up Foxserv 2.1 and it's real cool. Working great!

FoxServ is an installer package on Win32 Platform for Apache,MySQL,PHP,Perl,Zend, and Python.

It will take you about 5 minutes.

Where seems to be the problem Cyclic? If you have got php up and running, Perl is 10 fold easier to do. Just install it and go.
The hard part is Apache, but it sounds like you have that done.
