If someone will offer you an inbound link from every single page on his site does G see this as spammy?

Would it be better to get just a few links, perhaps from the homepage and/or a few of the other sites with high PR? Either way, the guy's whole site is very relevant and "on theme" for him to link to me a little or a lot.

Let's just say that I am going to have to give a lot more in return for the link on every page. The guy is assuring me that it's worth it though.

ROS links are a risky business nowadays, they used to work like a charm, but now if you find a ROS link that works better than just one link on the homepage you are a lucky man.

Many people also think that ROS links are easy for the search engines to spot and devalue.
