Rotating Text Links?

I recently noticed some sites have a set of text links on the footer or side panel of their sites. When refreshing the page, the text links either change or rotate?

these sites belong to a co-op scheme.
everyone puts a couple of links on their page and advertises other sites (mostly irrelevant ones).
for that, they receive one way links from other sites.
there are systems offering rotating and static links in that way.
it is stopping to work with G these days
