But remember inbound links is not the only factor, its one of 100's of factors considered by the SE's. Work on you content, usability.... Take some time and read this forums carefully, and I am sure it will help you a lot.
Put good content on your website as directories check the quality of website before approving it. These will be permanent backlinks to your website and will bring some traffic as well.
After you get your site cleaned up and have your url's set in stone. Create your own link page and add links and even descriptions to websites you want to link to you. When that is set up and you have tested for spelling and that all the links work, send the website you want to link to you emails. Tell them about your site. Give them a link to the page on your site that links to them. Show them some stats about your website by adding a link to alexa or some other program. Be personal, don't send a generic email. Tell them why you want their site to link to yours and what you like about their site.
If you do everything correctly, I think the average is about 2 links back for ever 20 emails sent out.
