Any site that is naive about PR and is willing to link to your site because they like it is the kind of site you should be getting links from.

Easy - provide unique high quality content relevent to their users. If you have that then they'll link - whether its PR0 or PR9.

I've found that if I do a search on Google for Directory: your-search-terms you will find some resources oriented toward your industry.

Then go find sites you truly like, and contribute, buy their products (if they make sense for you) and if the product rocks, don't be shy about sharing your views with the maker. I've ended up as a tesatimonial, with backlinks coming my way, from a number of PR5-7 sites that appreciated the honest feedback on their products.

I'm not sure if that's the ticket for you, but for me it's a true win-win, and I believe the high PR sites feel the same way.
