Ok to exchange links with seemingly related websites?

I came across a couple of travel and hotel sites who have got two identical pages design everything related but different content,url and title.

Is there any harm do a link exchange with them.

The question you have to ask yourself is:

Do I think there is a problem here?

...the fact that you are checking suggests that you think there is a problem.

In that case - avoid and concentrate on those endevours where you don't need to question the legitimacy of your actions.

That is the safe way to SEO greatness.

Then they are *not* identical. They are using the same template. If they are two seperate sites, and both are "above board" then I wouldn't see an issue. It isn't any different than exchanging with two sites who look different so you don't "know" they are done by the same people.
