I do, however, link to it from every page on the site. I think that could be a factor in the 'poison' thing.
I have noticed many 'links' pages getting PR0 lately.
I like 'resources' too, and that's what I use now...just to be on the safe side :)

Not only is it descriptive, it might help if they decide to go after pages named "resources" instead of "links"... maybe you should title it after the theme of your links page?

Works well. Over time my partners have valuable links on on-topic pages that are somewhat optimised for their terms. *shrug* Makes the link a more attractive proposition to partners I think... when I ever get off my butt and go looking for them.
I wouldn't have the word 'links' there anywhere on page except that it's worthwhile to help potential link partners find you.. so it is mentioned once in a box with 'link exchange request'.
