How do you charge for a link popularity campaign?

By the hour? If so this may be hard to justify to a client because of how long you must spend to get links. Whats the minimum time you could charge for on this kind of thing to do anything worthwhile? Maybe 20 hours work initially followed by 4 hours per month afterwards?

(long rant deleted... I find it hard to get PR4+ links, don't know how other people seem to get links so easily...)

Do you guys generally suggest this as being the first part of an SEO campaign? I am a web developer and programmer by trade and am doing this on a trial basis for a client. I had planned on obtaining links to sites in other categories that strongly relate to my client's site. What do you guys mean by PR4, PR6, etc., and how can I get this data on sites I am requesting links from.

And what, if anything, is recommended to do before starting a Link Popularity campaign?

Yes, I would personally suggest a Links Campaign first. Works really well. And don't look for PR. Look for Links. Doesn't matter that the link is PR0 or PR6. Get a good link and always use fair strategies and you will never be hurt out.
