Being a bit of an obsessive (just ask my husband), I am constantly out there looking for people to link with me. Specifically, there is a site out there with the same theme as mind that is no longer operational. Because it had been well established many websites still link to this dead site. Ever since I completed mine, I've been busy contacting these web sites asking if they care to link to mine instead. Most of the time I never hear back from them.
So, I'm a bit frustrated!
Now, is there a service that does for this me? Something where I'd only pay if the link appeared on the other site. Perhaps I'd provide a list of sites where I'd like to see my link appear and this service would go to work. I don't want link farms, or free-for-alls. Just legitimate people who link my site is cool and want to link to me.
Again, if this exists, the most I'd do is just bookmark it for reference simply because I'm not in a position to put a ton of money into advertising for what ulimately is just a personal site.

You say the other site is "no longer operational." Does that mean the domain name is available? If so, buy it.
But I get the impression that isn't the case.
Since the owner of the other site is no longer interested in maintaining the site, maybe you can work something out with him/her.
Maybe s/he would (for a reasonable fee) reroute traffic coming from those IPs linking to them over to your site. Negotiate!

A classic Flying Dutchman [webmasterworld.com] site! These are a fact of life in any niche.
Note: Google :) found me the "Flying Dutchman" quote, local site seacrh was, as usual, unhelpful :(

Attempting to reach the other domain names just takes you to what I call the "white screen of death" which is the standard "This page cannot be displayed" screen.
No, the domain name is not available. It doesn't expire until May and I have been thinking about the best way to approach the owner. A marketing firm currently owns it.
Today for the first time I did e-mail them asking what ever came of their site. I haven't made any mention of them routing their traffic to me or donating the domain name to me.
However, the *only* difference between our domain names is the .net & .com. So often if an user enters their site, MSN suggests mine instead! That's great, but I'd rather have the links.

As stated in my original post, I'm at the point where I am steering clear of link farms, free-for-alls, etc. since my site has a decent PR, is ranked well in the search engines and has a few nice links to related site.
I just find site similar to mine have a *lot* more links to them without reciprocol links necessarily. My site is the type that individuals with just personal sites might be interested in linking too. Unforunately, those tend to be the hardest type to get to update their site/links!
