Does anyone know if MSN AdCenter offers conversion tracking (similar to G & Y)?

Yep. During creation or modification of an "order" (like an "AdGroup") within a campaign you can tick the checkbox that says "Enable conversion tracking" and the code to use is displayed below. Put that code on your "conversion" page (like G's system).
