Need help selecting solid forum software

Hi,

I am setting up a new forum soon and need to figure out which software to use. It has been some time since I did this.

I am looking for something very feature rich and usable.

For example, I have been to some forums where I can simply scroll over post topic and see an excerpt of the post, which saves clicks at times. I would like to be able to set up signature limits (IE user needs X posts to get sig option) and also ability to limit new thread posting to those with X posts or whatever.
