Template for a small website requested

I've been asked by a friend to prepare a 'predrafted site' to which he can add/modify text and graphics at will. It will initially be about a dozen pages. The friend does not want to have to learn HTML, but would be able to insert text directly into HTML, or cut and paste blocks of HTML if necessary.

What are the options? Are there cheap CMS systems available? Or would I be better off creating a template for a small site by hand?

The template approach will force the person to adopt a uniform design "for all purposes".

Is what he/she has in mind ideally suited to this?

Might you do just as well to teach him/her how to employ a WYSIWYG program like MSFrontPage? I mean that you would set up a dozen templates, get him to buy the program, and teach her how to make simple modifications OR how to insert the varied pages into an expanding website?

Plan B: A CMS, such as WordPress.
