Well, imagine you have a new born forum and it is day 1 and you have 10 posts, so the index page for this first 10 posts will be:

/forum/page1

and day 2, you have 10 more posts. do you:

a. put the day2 posts in /forum/page2
b. put the day2 posts in /forum/page1 and move day1 posts to the forum/page2

what do you think?

I would not move anything. It could become costly over time (after you forum gets huge). I'd just assign a new id to each new page/post.

yes, thats sotra the direction i was thinking to ...

however, what do you think about this forum's (WW) practice, which is more so the option b, for example:

[webmasterworld.com...]
always holds the newer posts and the older posts 'trickle down' to page1 and so forth.

I'm guessing they want to show SE's that their pages are frequently changing, to get better rank. Just a speculation, nothing more.
