I found this bit of code the other day; basicall what it is supposed to do is tell google not to look at a certain element on a page.

<-- googleoff: index -->
<-- googleon: index -->

Has anyone else used it to their advantage?

I don't think those tags were ever supported. Never seen anything like it at Google.

I wish they did have something like this.

I emailed google about regions and never heard a word back. The idea being you could extend rel="noindex" into any compliant html tag.
