Is there any way to inform a browser in no uncertain terms that no favicon exists for this domain, that no favicon shall ever exist for this domain, and that if it dare ever request favicon.ico again that an IP ban may result?

wouldn't it be easier just to create a blank favicon?

The problem is that many browsers check for favicon whether you have it in your head tags or not. May as well give them a blank one ;)

Well, it actually checks the current directory, but yeah, if the favicon.ico error messages bug you, just create one. Why did you create a blank one instead of a valid one?

BTW Google for png2ico, an awesome little command line proggie.
