I created a forum, and the forum folder is under my www section, obviously...its named "forum". But I have a helper, and I was wondering how can I give him access just to that folder "forum". I have many other folders and html files which I would like to keep private. But it is ok to let him have access to the one folder since he is going to help me maintain this. Is there a way to do this through ftp?

I am using cpanel, so please if you have suggestions, keep this in mind.

This question is totally dependent on what type of hoster you are using, and what features they do or don't offer.

Some hosters will allow you to add users and then assign folder access permissions to those users, others won't or can't do that. My guess is that if it's cpanel you can't, but you have to check with your hoster directly to see if you can assign a user access permissions to only one folder or not.

Forgot to mention that I have a vps account, and I use WHM, so I have full control...but I am new to VPS (slowly figuring things out, and learning).

Learn about permissions, users, groups, then how to apply all that to specific folders. Study the permissions set on your current web folder, if it's unix/linux, it will have a bunch, or should, simply duplicate those on the forum folder, then create a user, add him to a new group, and give that group permission to access your forum folder but not your site folder. Some control panels automate this for you, others don't, which means the command line.
