I have to begin this request for help with a simple AAAUUUGGGHHH!
I use one of the countrys top hosts and get my high speed with the countrys top ISP.
Neither could help me pointing to the other or to a fault or setting within my FTP application.
Im using Filezilla for ftp and never had this problem before, it has always served me well and ive tried just about every configuration with the settings except specific ports cause im lost there.
Its been an ongoing problem that i ignored for a while cause i didnt have time to work on the site. Ive got a small window of opportunity to get a few things done again and just spent hours uploading a 200kb QT stream only to have it time out half way through again cause it just trickles up at 10 16kbs.

Many ISPs throttle the bandwidth for outbound packets. This is done to prevent people from running servers from home without paying the business rate. I would guess that this is what you are running into.

Thanks John,
if that is it, and they deny it, is there a way to prove it?

I don't think you could prove it. But I don't know why they would deny it. Anyway, I was thinking after I had posted the first response that 16kbs would be a pretty low rate to set the throttle.

You should probably do a little experimenting to pinpoint the bottleneck. Can you FTP to other sites from the same location at a faster rate? And can you FTP at a faster rate from another location to the site in question?

Well I finally tested it from another location and it was uploading at 80-100kbs so i it isnt anything on the server side.
I remember now my ISP saying I could try a new modem cause they upgraded the system but since i can download fast it doesnt make sense to me that i shouldnt be able to upload so im releuctant to bother with a new modem.

There are several factors that need to be considered. 16 KB/s (kilobytes per second) is 128 Kbps (kilobits per second). One reason may be that your distance from the CO (central office) is such that only 128 Kbps can be offered. Common for rural residents or DSL service that is just being rolled out in your area. Your upload speed may also be capped at 128 Kbps due to the service you signed up for and would need to pay more for the faster upload speed. Little known fact is that EarthLink will give you 320-384 Kbps upload but only advertise 128 Kbps upload.

If you do a lot of FTP, look into zipping your files and unzipping it at the web server using telnet/ssh. even with the fast connection, I can update my entire site in a few minutes now instead of the half hour it took uploading each file. And I have 768 Kbps up!
