A program that can emulate all browsers would probably replace all browsers :)

A while ago, I downloaded a program called Browserola (not sure of the URL) that can emulate browsers from 1.0 through to 4.0. I'm not sure how accurate the emulation is, as I think it just strips out tags and attributes that a particular browser version doesn't understand.

Aside from that, the most commonly used browsers are free, so you may as well download them all. Several versions of Netscape can co-exist together peacefully, but Windoze only allows one version of MSIE to be installed. While someone around here probably knows a way around the MSIE limitation, I just install different versions of MSIE on the various aging computers I saved from the tip.

[validator.w3.org...]

If you can pass the validation test, then how the page displays is entirely up to the browser. After it passes the test, check it in netscape 4/6, Opera 6, and IE 6, and you should be as close to perfection as it's going to get in all your visitors views.

I use four older machines, but am experimenting with one big miachine with a partitioned hard drive, so I can have multiple versions of IE. I never really liked emulators, the ones I tried a while ago were just that little bit different, that i wasn't comfortable with them.
