Content to Image Dumpers?

Are there any good text to graphic dump programs out there? I would like to take about 1000 short pages of text and dump them into graphic format. It would be for a cd "e book" in html format with the content served up as graphics for the sake of copy protection.

Since it is on cd, there is no load time issue. There isn't much of an issue with it being a size issue because the pages are all in the 1-10 paragraph range.

Any FREE tools out there to do this? I've looked into scripted solutions, but I'm not crazy about the current text in->graphic out quality.
