How difficult is it to get emails from a specific email address to bounce back to the sender as "Undeliverable?"
Something an ISP must do server-side, I guess?

This is dependent on your mail server. Some ISPs and Hosts will give you a control panel option to filter mail like this. If you don't have that ability there are software packages like MailWasher which will mimic a server bounce message.
