Can I host a website using Windows XP Pro? I guess it will not traslate domain name etc but it is ok if I can still access via IP. My DSL provider does provide Live IP.

You can. However, you may find it's in breach of the terms of service of your connection provider.

If you register a domain name, you can assign your own domestic IP address to it, so long as it's static!

why host from home when proper web hosting is so cheap and so reliable?

The application I wish to host requires a dedicated PC. Dedicated servers starting from $ 100 are out of budget :-(

I made a call about an upgrade to my connection today (planning to host from home) and the prices they quoted me were much more than my current hosting service.

For reference:
Residential cable connection (~$50/mo) 384k up (bandwidth)

For the same with a dedicated IP - ~$69/mo
For 512k up - $139/mo
For 768k up - $179/mo

They had faster, but for $100/year with someone else to maintain the server and provide tech support I'll stick to the residential connection and continue to upload my stuff to a hosting service.

*Your pricing may vary, I'm about 2 blocks from a major theme park so access to a killer connection is not a problem for me.

Its really not worth the heartache and effort required to to it.
Just pay for hosting and let the professionals worry about keeping your site secure and online.
