Cable Internet -

need your advice

hi friends,
I am from India, in our city ( nearly 15 lacs people),
a company offering us Internet through Cable ( 24 hours service without ISP account etc).
I like to know -
whether if i connect this cable to my computer to surf the internet, the administrator of the cable network will be able to view the files in my local hard disk,

and also i am a publisher of Google Adsense,
Whether everyuser of the cable internet will have the same IP address or different one, ( because if someone click on my web site adsense ads with same IP, i will be banned from adsense ).

And in what technology this Cable internet working?

i have postd here because the company not responsing properly. moreover i can't ask them whether they will be able to view my local hard disk files .
