Russian Outsourcing vs. Indian Outsourcing

I am curious to learn experiences of Russian outsourcing firms compared to Indian firms? I have always used Indian firms and while their programming has been good, firms I've worked with have lacked initiative and leadership. Has anyone experienced firms from both countries?

Have you considered Romanians? As for my experience, these cheap programmers split in three different types:

1. Indians: very good, working people but lacking a kind of initiative as you mentioned. Still, I found great designers there.

2. Russians (and other slavic people like Bulgarian, Czech, Ukrainian, etc): workers too but with a certain level of coldness in communication

3. Romanians : skilled and armed with the latin exuberance/passion.

There are others as well I don't know much about. Note that I put US/Canadians/western-european in the expensive-but-reliable category.
