A friend of mine recently got a second citizenship (US and UK).

Does he have to pay taxes to both countries on any income he makes?

I don't know the exact UK situtation, but if it's like most of western europe then: Yes, you must file a tax report with both countries. The USA has tax treaties with many countries (including UK) that ensure that people are not double taxed.

Taxation is usually dependent on residence rather than nationality. For example, I pay taxes in Canada even though I'm not Canadian, and I don't pay anything in the UK (my nationality) because I don't live there. So your friend will pay US taxes if he lives in the US. If he travels or spends time in several locations, he will have to complete tax returns in both places, but he won't be taxed twice unless really unlucky.
