Opening a new page using # after the url?

Hello;

I do hope I have typed the correct words to make this question easy to understand.

I saw a web site with links off to the right. When I linked to a different page, I noticed the page name was the same at the top (address bar) e.g, mypage.com/home, however the link at the bottom was mypage.com/home# and a new page was there!Is this an external link or an anchor?

The site was on this forum and here is the address to understand my question <snip> . You need to see the links to the right. I thought the action was pretty neat.

It is DHTML and while it may rank well for spiders people may get confused when they land on this page and not see what they are looking for.
