Its an all right program, although it does lack some features that more popular CMS programs have. What exactly are you looking for in a CMS?

Kodaks,
The person interested is an academic who currently edits an online newsletter for members of her academic organization. It is hosted on her university's system, which allows no server side scripting pure bare bones, unless you pay extra -- and she has more than enough other things to spend money on.

She is currently using City Views. Everyone writing an article sends it to her for final editing, selection for a slot in the newsletter, and uploading. She seems satisfied with City Views, but would like some more capability, particularly for others to edit sections of the newsletter. The newsletter is really closer to a magazine, but not a reviewed journal.

The ability of others to edit certain sections is probably the most important on the wish list. She is also considering Contribute.

What features does pureCMS lack?
